A Pivotal Role in Strengthening Access to Justice in Khyber Pakhtunkhwa

The United Nations Development Programme (UNDP) is seeking a highly skilled national expert for a crucial consultancy aimed at enhancing the Rule of Law in Pakistan. This is a significant opportunity for a professional with deep expertise in the justice sector to contribute to a foundational aspect of human rights: access to justice for all. The Individual Consultant will conduct a comprehensive assessment of the existing legal aid mechanisms in Khyber Pakhtunkhwa, a task that is fundamental to identifying strengths, weaknesses, and opportunities for reform. This work will directly inform policy and programmatic interventions designed to make justice more accessible to the poor, vulnerable, and marginalized communities.

As the selected consultant, your primary responsibility will be to undertake a thorough scoping study and mapping exercise. This will involve a detailed review of the legislative and policy framework governing legal aid in the province, as well as an institutional analysis of the key service providers, including the state-run legal aid authorities, bar councils, and civil society organizations (CSOs). Your assessment will go beyond a desk review; it will require stakeholder consultations with judges, lawyers, government officials, and, most importantly, the recipients of legal aid services to understand the real-world challenges and effectiveness of the current system.

The ultimate goal of this consultancy is to produce a high-quality, evidence-based report that provides a clear picture of the legal aid landscape in Khyber Pakhtunkhwa. This report will include actionable recommendations for strengthening the system, improving service delivery, and ensuring the sustainability of legal aid programs. The findings will be instrumental for the UNDP, the Government of Khyber Pakhtunkhwa, and other development partners in designing targeted interventions that align with international best practices and the Sustainable Development Goals (SDGs), particularly SDG 16 (Peace, Justice, and Strong Institutions).

This is a role for an expert in justice sector reform, with proven analytical skills, a strong understanding of the local context, and the ability to engage effectively with a wide range of stakeholders. If you are a passionate advocate for justice and have the research and assessment expertise to drive meaningful change, this consultancy offers a unique platform to contribute to a more just and equitable society in Khyber Pakhtunkhwa.
